China has blamed rampant mismanagement in its railway industry for a train collision that killed 40 people and raised doubts about its high-speed rail system.
In its final report about the July accident, which sparked public outrage, the government was unusually direct in assigning blame. It named individuals and companies as well as criticising a general culture of lax safety standards.
However, the State Council, or cabinet, also made clear that its report was not an indictment of bullet trains. It said China would continue to expand the world’s largest high-speed rail system, albeit more cautiously than in the past.
