US-China trade deal: the enforcement hurdle

Can international trade deals ever really be fully, unequivocally enforced?

That question should be on the minds of Robert Lighthizer, the US trade representative, and his team as they head to Beijing this week for talks with Liu He, the Chinese vice-premier.

Progress towards a deal to end the US-China trade war has slowed in recent weeks. When the Chinese team last came to Washington in February, the idea was to close the deal in time for a signing summit involving Donald Trump and Chinese president Xi Jinping at the US president’s Mar-a-Lago resort in Florida this week.
