Moscow is seeking to prevent Europe from re-exporting Russian gas to Ukraine, threatening to choke off a lifeline for Kiev and deepen the energy crunch it faces this winter.
The threat emerged as EU officials geared up to announce sanctions against Rosneft, Gazprom Neft and Transneft that will sharply limit their access to western financial markets.
However, the sanctions can be suspended if a ceasefire agreed last week between Kiev and Russia-backed separatists in the east of Ukraine holds.
