Shanghai is the most vulnerable to serious flooding among nine big coastal cities around the world, a study suggests.
The findings are based on a new measure called the Coastal City Flood Vulnerability Index, which looks beyond the likelihood of a city’s physical exposure to a serious flood to include social, economic, political and administrative factors.
The study was carried out by scientists from Britain and the Netherlands, and supported by the UN scientific agency Unesco and the Dutch government. Details appear in the journal Natural Hazards.
